CALL FOR PROPOSALSfor 2000 Cross Border Cooperation Programme - Slovak Republic/Austria - Joint Small Projects Fund issued by Office of the Government of the Slovak Republic - Central Finance and Contracting Unit, Mlynské Nivy 61, 821 09 Bratislava 1. Publication reference SK0017.04 2. Programme and Financing source 2000 Cross Border Cooperation Programme - Slovak Republic/Austria - SK0017.04 Joint Small Projects Fund under Phare Programme 3. Nature of activities, geographical area and project duration (a) The overall purpose of the Joint Small Project Fund is to support small scale "people to people" and "soft" local development activities of a cross-border nature. The ultimate objectives will be enhance the capacity of the local and regional authorities to develop and implement projects within the border region. (b) Geographical area: All within the activities must take place in the Slovak-Austrian border region as defined below: on the Slovak side the couties Bratislava (with the urban districts I-V and the districts of Malacky, Pezinok, Senec and Trnava on the Austrian side the cross border area includes, the three Lower Austrian NUTS III regions of Weinviertel, Wiener Umland Nord, Wiener Umland Süd, Nordburgenland and the capital of Vienna. (c) Maximum project duration: 9 months For details, see the "Guidellines for Applicants" referred to in item 12. 4. Overall amount available for this Call for Proposals EUR 600 000. 5. Maximum and minimum grant amounts (a) Minimum grant for a project: EUR 1 000,- (b) Maximum grant for a project: EUR 50 000,- (c) Maximum proportion of project costs to be covered by Community funding: 90 % 6. Maximum number of grants to be awarded Not specified ELIGIBILITY CRITERIA 7. Eligibility: Who may apply be non-profit-making organisation be one of the following: Municipalities in the border region Associations of Legal entities (e.g. Euroregions) Organisations founded and administrated by the municipalities Professional associations and chambers (e.g. business, economic, agriculture chambers), School and Universities Foundations Public associations and Non-government organisations National organisations - that do not have their headquarters within the specified border region - proving that a distant local branch had been registered in the eligible region (in this case a document of foundation is required) be directly responsibile for the preparation and management of the project, not acting as an intermediary, have stable and sufficient sources of finance to ensure the continuity of their organisation throughout the project and, if necessary, to platy a part in financing it, be experienced and able to demonstrate their capacity to manage larger scale activity corresponding with the size of the project for which a grant is requested. It is obligatory for each applicant to have the Austrian partner(s) in the relevant border again. PROVISIONAL TIMETABLE 8. Provisional notification date of results of the award process December 2002 AWARD CRITERIA 9. Award criteria The award criteria are specified in the Section 2.3 of the Guidelines for Applicants. APPLICATION FORMALITIES 10. Application format and details to be provided Applications must be submitted using the standard application form attached to the Guidelines for Applicants mentioned in item 12, whose format and instructions must be strictly observed. For each application, one signed original and seven copies must be supplied by the applicant. 11. Deadline for applications 2 December 2002 at 4: p. m. Any application received by the Contracting Authority after this deadline will not be considered. 12. The questions must be submitted at the latest 21 days before the deadline for submission of proposals.
