Pocta vyznávačom mieru a zdravého rozumu

V piatok 19. februára sa uskutočnilo mimoriadne zhromaždenie združenia v spolupráci s jeho Medzinárodným mierovým výborom. Do Pálffyho paláca prišlo celkove 98 osobností zo Slovenskej republiky a 13 z Českej republiky, Čínskej ľudovej republiky, Nemeckej spolkovej republiky, z Rakúska a zo Spojených štátov. Pozvanie prijal aj čestný člen združenia a bývalý prezident Slovenskej republiky Rudolf Schuster. Prišli diplomati Chorvátska, Indonézie, Maďarska, Mexika a Ruskej federácie, ako aj podpredseda vlády a minister financií SR Peter Kažimír. Hlavným hosťom bol generálny tajomník OECD José Ángel Gurria, ktorého sprevádzali manželka a traja spolupracovníci. Za zvukov slávnostných fanfár v podaní Brass Quintet prišiel do rokovacej sály.

Mimoriadne zhromaždenie združenia otvoril jeho predstaviteľ od 1993. roka a spoluiniciátor jeho Medzinárodného mierového výboru Peter Kasalovský. Jeho úvodné slovo bolo na tému : „Najdôležitejšia podmienka života na Zemi a zachovania našej civilizácie”. (Zverejňujeme ho na inom mieste.) Generálny tajomník OECD J. A. Gurria pokračoval tridsaťminútovým prejavom „O tvorbe podmienok pre mierovú koexistenciu národov a ich štátov v druhej dekáde 21. storočia, ako aj o riešeniach globálnych priorít“. Potom zahraniční  a čestní členovia združenia a členovia jeho Medzinárodného mierového výboru a hostia hovorili o napĺňaní myšlienky mierovej spolupráce medzi národmi a ich štátmi v poradí : Peter Kažimír, podpredseda vlády a minister financií SR , Ing. Elena Kohútiková, PhD, zástupkyňa generálneho riaditeľa VÚB, a.s., Ing. Ján Blcháč, PhD, primátor mesta Liptovský Mikuláš, prof. RNDr. Jozef Masarik, DrSc., dekan FMFaI  UK, doc.  Ing. Štefan Rosina, PhD, CEO Matador Group, Rudolf Young Mosny, PhD, podnikateľ, USA, Dr. Ing. Jan Cambell, analytik, NSR, a príspevok písomne poslal aj predseda SNS Andrej Danko.

Krátko pred 13. hodinou zaznela Devínska fanfára Eugena Suchoňa. Predsedajúci mimoriadnemu zhromaždeniu P. Kasalovský predniesol laudatio o J. A. Gurriovi (Zverejňujeme ho na inom mieste.) a rozhodnutie Medzinárodného mierového výboru udeliť mu druhý originál „Mierovej ceny zo Slovenska 2015“. Spoločne s ním mu „Mierovú cenu zo Slovenska 2015“ odovzdávali členovia Medzinárodného mierového výboru predseda Svetovej komorovej federácie Peter Mihók, za zosnulého Rongxiang Xu, spoluiniátora Medzinárodného mierového výboru a zosnulého lídra vedy o regenerácii poškodených telových orgánov a tkanív, viceprezident a generálny manažér MEBO International Group Kelvin Liu, predseda výboru združenia Ján Gabriel a za združenie primárka Národného ústavu srdcových a cievnych chorôb MUDr. Ivana Šoóšová, PhD.

Partnermi mimoriadneho zhromaždenia združenia a jeho Medzinárodného mierového výboru boli Q Squared, N. Y. City, USA, Heidy Schwarczová, rektorka Stredoeurópskej vysokej školy v Skalici, Polleo Partners, s.r.o., Bratislava, MATADOR GROUP, a.s., Púchov a MEBO INTERNATIONAL GROUP, Los Angeles, USA.

Dvetisícšestnásty rok je dvadsiatym štvrtým v živote nášho združenia, a potom od 19. augusta 2016 sa začne dvadsiatypiaty . Bude to vo výročný deň mnou zvolaného stretnutia hospodárskych a spoločenských lídrov s podnetom, aby sme v novej samostatnej republike vytvorili kvalitatívne novú a na politických stranách nezávislú platformu nového myslenia.

Dnes máme prvé a hosťami vskutku ovenčené mimoriadne zhromaždenie v 2016. roku. Od 1993. roka sa na našej pôde prezentovali prezidenti a premiéri štátov, ministri, hospodárski, vedeckí a kultúrni lídri so svetovým menom, teda jedinečné osobnosti nového myslenia. Nielen zahraničné, ale aj domáce, teda slovenské aj české. Silne symbolické je to, že dnes medzi nás prišiel generálny tajomník OECD – Organizácie pre hospodársku spoluprácu a rozvoj José Ángel Gurría.

Pred osemnástimi rokmi bol medzi nami vďaka telemostu na trase Paríž - Bratislava jeho predchodca Donald Johnston. Už vtedy sme si boli plne vedomí, že dejiny sa opakujú, a, žiaľ vždy nás to stojí viac a viac. Viac utrpenia, viac biedy a viac životov. Vtedy ešte Slovenská republika nebola členským štátom OECD, ale jeho najvyšší predstaviteľ práve na našom fóre potvrdil, že nie sme štátom takpovediac druhej kategórie a naše opodstatnené šance pôsobiť v spoločnosti najrozvinutejších štátov. To sa udialo o dva roky neskôr.

História OECD je tak mladá ako najstarší členovia nášho združenia. Začala sa v roku 1948 a   od 1960. roku OECD sa rozvinulo do súčasnej a kvalitatívne vyššej úrovne. Z našej pozície by som podčiarkol, že v tomto zlomovom čase má vďaka kooperácii 34 členských štátov a ďalších sedemdesiatich spolupracujúcich nielen príležitosť, ale aj schopnosť zastaviť postupujúcu destabilizáciu vzťahov medzi národmi a ich štátmi a civilizačnú krízu vôbec.

           Boli a neustále sme presvedčení, že OECD je tou správnou pôdou na realizáciu životne dôležitej úlohy súčasných generácií. Je smutné, že nemálo súčasníkov - lídrov v jednotlivých štátoch vôbec nevníma vážnosť a krízovosť situácie a venuje sa výlučne svojím záujmom degradujúc svojich partnerov do pozície štatistov. A dnes akoby vojenská a hospodárska sila bola opäť určujúcou v medzinárodných vzťahoch.

Mali sme aj isté historické šťastie, že sme v mieri prežili rozklad - záverečnú etapu rozpadu sovietskeho modelu spoločenskej organizácie, aj KEBSom postavený maják nádeje pre rozvoj sveta. V konečnom dôsledku chodu dejín sme sa stali účastníkmi schumanovsko-mitterandovsko-kohlovského obrodenia hospodársky, spoločensky aj civilizačne najpotentnejšej časti sveta. A to všetko až do vlaňajška bez obáv z vojenských konfrontácií.

Keď otváram naše mimoriadne zhromaždenie, tak oproti rovnakému času v minulom roku, musím opäť konštatovať a zdôrazniť, že svet sa síce zmenil, ale nie k lepšiemu, o čo sa pričinili svojou človečenskou a politickou nezodpovednosťou, nepripravenosťou, či priam neschopnosťou „vidieť za roh“ a vnímať reálne riziká konkrétni lídri vo svetovej politike. Postarali sa o všestranné ohrozenie celého sveta, Európy a jej Európskej únie.

Od 2006 roku sme silne pociťovali, že bujnejú  trestuhodné aktivity, ba konkrétne činy na podporu vlastných mocenských pozícií štátov vo svetovom meradle. Až na začiatku 2015. roka sme stratili ilúzie o tom, že sme v bezpečnom a mierovom domove, ktorý nemôže byť postihnutý jadrovou apokalypsou. A zrazu po krátkej dobe uvoľňovania sme sa ocitli v spinosovskom svete presne charakterizovanom citátom: --- V takom Svete --- „Kde má každý práva toľko, ako má moci“. Stačí, keď si pripomeniete mediálne výstupy z toho času, no i rokov 2014 – 2015, alebo prejavy politických lídrov. Boli obsahom „temné“ a rozporuplné, a čo je najhoršie, veľmi chabo reagovali na reálnu situáciu a na jej možný vývoj.

Mier sa stal iluzórny. A opäť sa potvrdzuje, že moc dnes viac prechádza z rúk do rúk, než aby prechádzala z hláv do hláv. Takéto časy sú veľmi riskantné. Akoby ustarostení vodcovia sa poddali „nemierovým aktivitám“, a pričinili sa o chorobnosť organizácie súčasného sveta. Dosť často sa venujú otázkam solidarity a humanity, a teda celkove „boju za mier“, lež konšpiračnými a informačnými technikami, novým zbrojením a rozdúchavaním vojnových aktivít, či priamou alebo nepriamou podporou ohnísk napätia, alebo dokonca ich tvorbou. Faktom je, že skutoční lídri by už hneď, a teda v zárodku, zamedzili aj tomu, o čom je nešťastná a vskutku tragická „migračná vlna,“ ktorú sme jasne charakterizovali na jar tohto roka. Žiaľ, aj naše predpovede sa splnili.

Vážení prítomní,

od minulého roku sme sa viac ako v minulosti zaujímali o otázky mieru nielen v našom regióne, na našom kontinente, ale  vôbec vo svete. Dospeli sme k presvedčeniu, že istota mieru – a zdravého rozumu je menej istá. Dokonca si myslíme, že je táto istota nateraz doslovne iluzórna. Zverejnili sme desivé fakty o raste jadrového potenciálu za obdobie dlhšie ako tridsať rokov, po vzore WHO, no i poukázali na to, že veľmoci a mocnosti majú medzi lídrami jednotlivcov akceptujúcich jadrovú konfrontáciu.

Rast strachu z možnej likvidácie mierového života v Európe a následne v ďaľších regiónoch Ázie a Afriky, takpovediac erozívne pôsobenie občianskej vojny na východnej Ukrajine, vývoj situácie na Blízkom a Strednom východe a riadený rast početnosti „pochodu“ migrantov do nárazníkových štátov a tamojších táborov a následné nasmerovanie týchto tokov na Európu, to boli hlavné dôvody založenia Medzinárodného mierového výboru na báze nášho združenia.

Vážené dámy, vážení páni !

Spoločne s mojím priateľom, laureátom Zlatého biatca, zakladateľom a priekopníkom „Vedy o regenerácii poškodených orgánov a tkanív“ dr. Rongxiang Xu a s podporou takých osobností akou je napríklad prof. Muhammad Yunus, laureát Nobelovej ceny mieru, sme založili Medzinárodný mierový výbor. K 6. augustu 2015 mal devätnásť členov.

Od mája do decembra sme prezentovali naše myslenie a názory prostredníctvom hovorcov, no i členov prof. Jana Kellera, poslanca Európskeho parlamentu z Českej republiky a Dr. Ing. Jana Campbella, biokybernetika, neurolingvistu, human design, finančníka, architekta a politológa z Nemeckej spolkovej republiky. Títo volitelia vo výročný deň hirošimskej tragédie hlasovali tajne o laureátovi „Mierovej ceny zo Slovenska za rok 2015“.

Hlasovanie o deviatich nominovaných sa skončilo jednoznačným určením najstabilnejšej osoby mieru a bezpečnosti vo svete. Tretinu hlasov, teda šesť z devätnástich dostal pápež František, čo sme zverejnili na 105. riadnom zhromaždení a celkove 249. podujatí nášho združenia 29. októbra 2015. Jeho Svätosť si toto gesto veľmi váži, čo mi listom z 26. januára 2016 potvrdil apoštolský nuncius Mario Giordana. O slávnostnom vyhlásení víťaza hlasovania budeme však oficiálne informovať verejnosť najneskôr na 108. riadnom zhromaždení 17. marca 2016.

Máme v sebe zakódované latinské Dum spiro spero, a preto sa naďalej budeme usilovať o to, napriek doterajšej neúspešnosti, aby bola urýchlene - bezodkladne zvolaná celosvetová mierová konferencia. Taká, na ktorej sa bude hovoriť o tom, ako zabezpečiť hospodársky a spoločenský rast, teda aj vzdelanosť, kultúrnosť a zdravosť obyvateľstva planéty. Teda, je tu čas - akútna potreba radikálnej zmeny v myslení a následne v organizácií sveta.

V 1997. roku bolo veľkou témou výročného davoského fóra WEFu bolo riešenie globálnych priorít. Vtedy to obsiahol síce v pamätnej a fascinujúcej vízii - a výzve, avšak do prachu zatlačenej, predseda Európskej komisie Jacques Santer. Odvtedy je takmer dvadsať rokov, a nič tak konštruktívne – rozumné smerom k našej civilizácii nikto nevyriekol. I keď je tu  všestranne podnetné, inšpirujúce a k miernemu optimizmu vedúce excelentné dielo prof. Thomasa Pikettyho „Kapitál v 21. storočí“ z roku 2013 a vydaného vlani vo vydavateľstve IKAR.

Dúfame, že zvolávateľom takého „summitu summitov“ bude práve pápež František, alebo lídri svetových veľmocí Spojených štátov, Ruska a Číny. Už by aj stačilo, aby sa pestovalo v myslení súčasníkov, že mier možno vybojovať iba silou zbraní – vojnou. Tento podnet sme adresovali pred takmer rokom aj našim predstaviteľom. Tiež neúspešne.

Dámy a páni !

V súlade so Štatútom „Mierovej ceny zo Slovenska 2015“, ako aj na podnet pánov Petra Mihóka a Jozefa Masarika, vyzval som členov Výboru na určenie mierovej osobnosti zodpovedajúcej profilom a prácou na udelenie jej druhého originálu. Takej osobnosti, ktorá buď osobne, alebo prostredníctvom elektronickej technológie vystúpi na zhromaždení združenia a jeho Medzinárodného mierového výboru na danú tému, a tak splní poslednú podmienku jej udelenia.

Požiadal som predsedu Svetovej komorovej federácie, predsedu SOPK a nášho člena Petra Mihóka, aby o našej pocte informoval na svojej jesennej schôdzke jej adresáta : najdôležitejšieho človeka z parížskeho Château de la Muette. Stalo sa to, čo je v posledných rokoch skôr výnimočné ako normálne v rokoch posledného decénia 20. storočia. O tvorbe podmienok pre mierovú koexistenciu národov a ich štátov v druhej dekáde 21. storočia, ako aj o riešeniach globálnych priorít bude hovoriť osobne generálny tajomník OECD José Ángel Gurría.



Opening address by Peter Kasalovský, Permanent Representative of the Association and co-initiator of the International Peace Committee, at the extraordinary meeting and the overall 251th event of the Association, 19 February 2016

Ladies and Gentlemen,
Your Excellency OECD Secretary-General, Mr José Ángel Gurría and Mme Gurría,
Your Excellency former president of the Slovak Republic, Mr Rudolf Schuster,
Your Excellency Deputy Prime Minister and Finance Minister of Slovakia, Mr Peter Kažimír,
Excellences, Ambassadors of the Croatia, Indonesia, Cuba, the Russian Federation, and Deputy Ambassador of Mexico,
Distinguished President of the World Chambers Federation, Mr Peter Mihók,
Distinguished Members of the International Peace Committee,
Dear Guests, present and former members of the Association,


The year 2016 is the twenty-fourth year in the life of our Association; 19 August 2016 will mark the beginning of its twenty-fifth year. It will be the anniversary of the day on which I convened a meeting of economic and social leaders with the idea to create, in a new autonomous republic, a qualitatively new platform for new thinking, independent on political parties.

Today we are holding our first extraordinary meeting of 2016, adorned by truly remarkable guests. From 1993 on, our Association hosted presidents and prime ministers, government ministers, world-renowned economic, scientific and cultural leaders, and unique representatives of new thinking. Among them were leading personalities from abroad and from Slovakia and the Czech Republic. We consider it highly symbolic that we can greet today among us the Secretary-General of the OECD – Organisation for Economic Co-operation and Development – Mr José Ángel Gurría.

Eighteen years ago we had the privilege to speak with his predecessor Mr Donald Johnston by means of a tele bridge between Paris and Bratislava. Already then we were fully aware of the fact that history repeats itself; unfortunately, it does so at an ever higher cost. At the cost of more suffering, more misery and more lives. Although the Slovak Republic was not yet a member of the OECD at the time, the highest representative of that organisation confirmed for our forum that Slovakia was not, so to speak, a second category country, and that we stood a reasonable chance to join the group of the most developed countries. This happened two years later.

The history of the OECD is as young as are the oldest members of our Association. It began in 1948, and since 1960 the OECD has evolved to the current and qualitatively higher level. I would like to emphasise that at this momentous point in time the Organisation has not only the opportunity but also the capability to put an end to the progressive destabilisation of the relations between the nations and the states, and to the civilisation crisis in general, through cooperation between its 34 member states and another seventy cooperating countries.

We were and continue to be convinced that the OECD is an appropriate platform for the fulfilment of the vital role of the today’s generations. Sadly, quite a few of our contemporaries – the leaders of various countries – fail to perceive the seriousness of the situation and of its crisis character, and single-mindedly pursue their own interests, degrading their partners to the position of mere onlookers. It seems that what determines international relations today is again the military and economic power.

In a way, from the history point of view, we were lucky to have peacefully lived through the breakdown – the final stage of disintegration of the Soviet model of organisation of society – and to have joined the CSCE, the lighthouse of hope for global development. The course of history ultimately led us to take part in the Schuman-Mitterand-Kohl revival of the economically and socially most highly developed part of the world with a strong civilisation background. Thus, until the last year, we lived without the fear of military confrontation.

Opening our extraordinary meeting I must note and stress that, in comparison with the same time last year, the world has indeed changed, but not for the better. This situation has been brought about, among other things, by the absence of human and political responsibility, unpreparedness or even inability to “see around the corners” and to perceive the real risks, on the part of global political leaders. They contributed to the emergence of great threats for the world, for Europe and for the European Union.

Ever since 2006 we have witnessed an expansion of reprehensible activities and even concrete actions aimed to reinforce power positions of the states on a global scale. It was only in the early 2015 that we lost our illusion of living in a safe and peaceful home protected from devastation by a nuclear apocalypse. And, all of a sudden, after a brief period of respite, we have found ourselves in a Spinozaesque world aptly described by the quote: --- In the world where “people have as much right as they have power.” It is sufficient to point to the outputs of the today’s media, as well as those of 2014–2015, or to the statements of political leaders. As regards their content, they were “gloomy” and contradictory and, worst of all, they represented a very poor response to the existing situation and its possible evolution.

The peace has become illusory. And once again it has been confirmed that today the power passes from hands to hands rather than from heads to heads. We live in very perilous times. And the anxious leaders seem to have turned to “non-peaceful activities” and contributed to the sickness of the organisation of the today’s world. Quite often, rather than addressing such issues as solidarity and humanity, i.e. the general “struggle for peace,” they target their efforts to conspiracy and intelligence techniques, new arms race, or incitement to war, be it through direct or indirect support of the hotbeds of tension, or even creating them. It is a fact that real leaders would have immediately and right at the beginning prevented the occurrence of the unfortunate and really tragic “migration wave,” which we clearly characterised in the spring of the last year. Sadly, our predictions have come true.

Ladies and Gentlemen,

Since last year we have become more preoccupied than in the past with the issues of peace not only in our region or our continent, but in the entire world. We reached the conviction that the certainty that peace and common sense will prevail has weakened. We even think that such certainty is nowadays illusory, in the real meaning of the term. We published frightening facts about the growth of the nuclear potential over a period of more than thirty years, after the model of the WHO, and we also pointed to the fact that there are individuals accepting nuclear confrontation among the leaders of states and superpowers.

Growing fears of a possible demise of peaceful life in Europe and, subsequently, in the regions of Asia and Africa, “erosive” effects of the civil war in eastern Ukraine, the developments in the Middle East, and a controlled increase in the size of the “march” of migrants to the buffer states and their camps, and the subsequent guidance of these flows to Europe, these were the main reasons for establishing the International Peace Committee within our Association.

Ladies and Gentlemen,

Together with my friend and recipient of the Golden Biatec, founder and pioneer of “science of the regeneration of damaged organs and tissues” prof. Rongxiang Xu and with the support of such personalities as Prof. Muhammad Yunus, Nobel Peace Prize winner, we established the International Peace Committee. As of 6 August 2015, the Committee had nineteen members.

Between May and December, we presented our ideas and opinions through our spokespersons, as well as our members Prof. Jan Keller, MEP from the Czech Republic, and Dr. Ing. John Campbell, expert in biocybernetics, neurolinguistics, human design, financier, political scientist, architect and political scientist of the Federal Republic of Germany. On the anniversary date of the Hiroshima tragedy, these electors chose in a secret vote the laureate of the “Peace Prize from Slovakia for 2015.”

The vote on nine nominations unequivocally resulted in the election of the most unwavering promoter of peace and security in the world. One third of the votes, i.e. six out of nineteen, went to Pope Francis, as we disclosed at the 105th regular meeting and the overall 249th event of our Association on 29 October 2015. His Holiness regards the gesture very highly, which was restated in a letter of 26 January 2016 from Apostolic Nuncio Mario Giordana. However, the general public will be informed no later than at the winner announcing ceremony held during the 108th regular assembly of the Economic Club on 17 March 2016.

Because we have a genetically encoded the Latin “Dum spiro spero,” we will continue to strive – in spite of our lack of success to date – for convening without delay a global peace conference. The event that will address such issues as securing economic and social growth, including the promotion of education, culture and health of the population of the planet. The time has thus come to urgently make a radical change in the thinking and subsequently in the organisation of the world.

Among the major themes of the 1997 annual Davos WEF Forum was the tackling of global priorities. That theme was developed at the time in a memorable and fascinating vision – and challenge, although buried in the dust – of Jacques Santer, the President of the European Commission. This was almost twenty years ago, but nobody else has since made such a constructive statement concerning our civilisation. Having said that, there is an excellent universally challenging, inspiring and cautiously optimistic work by prof. Thomas Piketty, “Capital in the 21st Century” of 2013, published last year by IKAR publishing house.

We hope that such “summit of summits” will be convened by Pope Francis or the leaders of world superpowers, the United States, Russia and China. It should no longer be instilled into the minds of our contemporaries that peace can only be achieved by the force of arms – the war. We presented this initiative almost one year ago also to our leaders. Again without success.

Ladies and Gentlemen,

In accordance with the Statute of the “Peace Prize from Slovakia for 2015”, and on the initiative of Mr Peter Mihók and Mr Jozef Masarik, I invited the members of the Committee to identify the personality with a relevant profile and achievements as a candidate for the award of its second edition. A personality who, either in person or through electronic technology, will speak at the meeting of the Association and its International Peace Committee about the given issue, thus fulfilling the last requirement for the award of the prize.

I asked the President of the World Chambers Federation, the President of the SCCI and our member Peter Mihók, to inform the candidate for the award – the most important man of the Paris Château de la Muette – at their autumn meeting. What happened was more exceptional than normal in the years of the last decade of the 20th century. The creation of the conditions for a peaceful coexistence among the nations and the states in the second decade of the 21st century, and the solution of global priorities will be addressed in person by the OECD Secretary-General, Mr José Ángel Gurría.

Dnes vzdáme ľudsky azda najvyššiu poctu generálnemu tajomníkovi Organizácie pre hospodársku spoluprácu a rozvoj José Ángel Gurría Trevino (vi). Za jeho prácu na prospech hospodárskej spolupráce a rozvoja medzi OECD a nečlenskými štátmi, ktorú vnímame ako jedinečný, a teda nenahraditeľný a civilizačne neopomenuteľný príspevok pre mierové vzťahy vo svete.

José Ángel Gurria, narodený 8. mája 1950. Absolvent prestížnych univerzít v riadnom a postgraduálnom štúdiu. Od 1. júna 2006 generálny tajomník OECD a na takejto pozícii bude až do roku 2021, predtým mexický minister zahraničných vecí, minister financií a verejnej správy, vyjednávač Severoamerickej dohody o voľnom obchode (NAFTA), prezident Národnej rozvojovej banky „Nafin“ a prezident „Banco Mext.“

Dnes by bol užitočný v celom rade štátov, ktoré fungujú nad rámec zdravého rozumu a „nad pomery“. Bol totiž architektom efektívnej mexickej hospodárskej stabilizácie s čiastkovým znížením vládnych výdavkov v období, keď bol premiérom Ernesto Zedillo. To ho vynieslo až do súčasnej pozície. Je odborníkom pre digitalizáciu a tiež pre internet. Venuje sa osobitne otázkam globálneho rozvoja. Je čestným doktorom troch univerzít a medzi nimi aj Ekonomickej univerzity v Bratislave. O jeho výnimočnosti svedčí aj to, že hovorí okrem rodného jazyka aj po francúzsky, po anglicky, po portugalsky, po taliansky a čiastkovo po nemecky.

Návrh udeliť mu druhý originál “Mierovej ceny zo Slovenska 2015” bol iniciovaný v súlade s jej Štatútom. Rozhodnutie sedemnástich dostupných z devätnástich členov Medzinárodného mierového výboru bolo jednoznačné. Predovšetkým preto, že José Ángel Gurría počas celého 2015. roka vytrvale presadzoval spoluprácu medzi štátmi a riešenie hospodárskych a z nich vyplývajúcich sociálnych problémov v súčasnom svete.

Dámy a páni !

Taká zhoda názorov na osobnosť navrhnutého laureáta druhého originálu “Mierovej ceny zo Slovenska 2015” je naozaj nevídaná. Deje sa tak vtedy, keď citlivo vnímame súčasnú bezbrehosť až protipolárnosť názorov na vývoj ľudskej spoločnosti. Jeho pôsobenie v organizácií založenej na spolupráci štátov členských s nečlenskými štátmi, je jedinou cestou k prežitiu našej civilizácie.

Komunikácia s členmi Medzinárodného mierového výboru potvrdila, že najväčšie uznanie mu patrí za dobré meno a potenciál OECD. Vďaka nemu sa nič nemení na pravde, že len a len spolupráca medzi štátmi je svojím spôsobom ojedinelou a tou najbezpečnejšou cestou k mierovému životu. Dodal by som, že aj k tomu, aby sa úspešnosť našej civilizácie dala merať aj šťastím obyvateľstva. Udržiavanie a posilňovanie takéhoto kurzu a línie vyžaduje silný charakter, autoritu odbornú, no i charizmu.

Medzi nami už bolo osobne, alebo sprostredkovane mnoho pre svet veľmi užitočných osobností zo zahraničia. Každá z nich potvrdzovala svojím životom, prácou a dielom veľkosť ducha človeka a jeho schopnosť zhmotňovať myšlienky na jeho prospech.

Či už to bol už zosnulý slovinský prezident Milan Kučan, prezident Svetového ekonomického fóra prof. Klaus Schwab, švajčiarsky podnikateľ Helmut Maucher, nezabudnuteľný nemecký kancelár Helmut Kohl, poľský prezident Aleksander Kvasniewski, nemecký podnikateľ a konštruktér Ferdinand Piech, americký ekonóm prof. Jeffrey Sachs, americký politológ John Naisbitt, už zosnulý ruský premiér Jevgenij M. Primakov, tiež už zosnulý zakladateľ vedného odboru Regenerácia poškodených telových orgánov a tkanív a podnikateľ Rongxiang Xu, alebo premiér Čiernej Hory Milo Djukanovič a spolu s nimi niekoľko desiatok ďaľších, tak z nich možno vytvoriť galériu ľudí nového myslenia, pričom všetci ako celok sú nielen z nášho času, ale aj z časov budúcich. Obohatením tohto radu bude ododnes aj José Ángel Gurría.

Dámy a páni,

prosím členov Medzinárodného mierového výboru - pánov Petra Čatloša, Jána Gabriela a Petra Mihóka, aby prišli ku mne. Prosím, aby prišla aj pani Monika Céreová, viceprezidentka J&T Group, teda zo spoločnosti, ktorá vskutku svojími aktivitami takpovediac predbieha čas. Rovnako prosím pani MUDr. Ivanu Šoóšovú, PhD, primárku z Národného ústavu srdcovo-cievnych chorôb, blízku spolupracovníčku vynikajúceho chirurga, priekopníka transplantácií srdca, nášho vzácneho člena – laureáta Zlatého biatca a priateľa prof. Juliusa Fabiána, ktorý síce zomrel v roku 2010, ale jeho myšlienky o blahodárnosti mieru v najrôznejších podobách na zdravie človeka a celej spoločnosti si pripomínam práve dnes.

on awarding the second edition of the "Peace Prize from Slovakia for 2015" to the OECD Secretary-General, Mr José Ángel Gurría

Today we are going to bestow the award, perhaps the highest one in human terms, upon Mr José Ángel Gurría Trevino, Secretary-General of the Organisation for Economic Cooperation and Development. In recognition of his endeavour for promoting economic cooperation and development between the OECD and the non-member countries, which we consider his unique and irreplaceable contribution, with important civilisation implications, to peaceful relations in the world.

José Ángel Gurría was born on 8 May 1950. He graduated from prestigious universities in regular and postgraduate studies. He was appointed Secretary-General of the OECD on 1 June 2006, and will hold this office until 2021. Prior to his appointment, he was Mexico’s minister of foreign affairs and minister of finance and public credit, negotiator of the North American Free Trade Agreement (NAFTA), President of the National Development Bank “Nafin,” and “Bancomext” president.“

His contribution would be invaluable today in a number of countries which function beyond the limits of the common sense and “beyond their means.” In fact, he was the architect of effective economic stabilisation of Mexico involving partial reduction in government spending at the time of Prime Minister Ernesto Zedillo. This is how he earned his credentials for his current position. He is an expert on digitalisation and the Internet. His specific field of interest are the issues of global development. He holds Honorary Doctorate from three universities, including the University of Economics in Bratislava. His excellence is also demonstrated by his command, besides his mother tongue, of French, English, Portuguese, Italian and partially also German.

His nomination for the award of the second edition of the “Peace Prize from Slovakia for 2015” was put forward in accordance with the Prize Statute. The decision of seventeen present members, out of a total of nineteen members of the International Peace Committee, was unequivocal. This was primarily due to the consistent efforts of José Ángel Gurría throughout the year 2015 to promote cooperation between the states and to address economic and the resulting social problems in the world of today.

Ladies and Gentlemen,

Such a degree of consensus concerning the nomination for the second edition of the “Peace Prize from Slovakia for 2015” is truly unprecedented. This happens at the time of acute awareness of the wide-ranging and even contradictory views concerning the development of human society. His work in the organisation based on cooperation between the member states with non-member countries is the only way for the survival of our civilisation.

The communication with the members of the International Peace Committee has confirmed that he deserves the highest recognition for enhancing the renown and the potential of the OECD. His endeavours have proven the truth that cooperation between the countries represents the only and the safest road towards life in peace. May I add that it is also the road towards making it possible to measure the successfulness of our civilisation by the happiness of the population. Adherence to such course and its strengthening requires a strong character, professional authority and personal charisma.

We have already had among us, either in person or by video-conferencing, a number of international personalities who have proven their worth for the world. All of them reasserted through their lives, work, and achievements the grandeur of the human spirit and the man’s ability to give substance to the ideas for the general good.

They include late Slovenia´s President Milan Kučan, the President of the World Economic Forum Prof. Klaus Schwab, Swiss entrepreneur Helmut Maucher, unforgettable German Chancellor Helmut Kohl, Polish President Aleksander Kvasniewski, German entrepreneur and engineer Ferdinand Piech, American economist Prof. Jeffrey Sachs, American political scientist John Naisbitt, late Russian Prime Minister Yevgeny M. Primakov, late founder of the field of science regeneration of damaged body organs and tissues and entrepreneur Xu Rongxiang, Montenegro´s Prime Minister Milo Djukanovic, and dozens of others, who all together represent a gallery of people of new thinking who, as a whole, are not only from the present but also from the future era. From now on, this gallery will be enriched by José Ángel Gurría.

Ladies and Gentlemen,

I now ask the members of the International Peace Committee – Mr Peter Čatloš, Mr Ján Gabriel and Mr Peter Mihók – to join me. I also kindly ask Ms Monika Céreová, Vice-President of the J&T Group, i.e. the company whose activities are, so to say, ahead of our time, to join us. Could please join me also Dr Ivana Šoóšová, PhD, head physician of the National Institute of Cardiovascular Diseases, a close collaborator of excellent surgeon, pioneer of heart transplants, our distinguished member – recipient of the Golden Biatec award and friend, prof. Július Fabián who died in 2010, but whose ideas concerning beneficial effects of peace in the most varied forms for human health and society I would like to remember today.

Remarks by Angel Gurría,
Secretary-General, OECD


Dear President Schuster, Deputy Prime Minister Kažimír, Your Excellencies, Dr. Kasalovsky, Members of the Informal Economic Forum Economic Club Association, Members of the International Peace Committee, Members of the Chamber of Commerce and Industry, Ladies and Gentlemen:

It is a great honour to be distinguished with the “Peace Prize from Slovakia 2015”. I want to thank Dr. Peter Kasalovsky and Mr Peter Mihok for having initiated these awards and the Members of the International Peace Committee for having selected me for this high honour.

In his invitation letter, Dr Kasalovsky praised among other things my contribution to strengthen the cooperation between OECD and non-member countries to promote economic development, contributing to build an association between nations from very different cultural, political and historical backgrounds, and helping in turn to cement international cooperation and peace. Well, in fact, this is what the OECD has been about since its very origins.

The OECD was born out of a remarkable idea. That idea – dazzling in its simplicity, epoch-making in its reach – was the concept of co-operation itself. The idea that economic co-operation could become more powerful than political differences; that economic co-operation could plant the seeds of long-term geopolitical stability and shared prosperity; that economic co-operation was the key to sustained development. That was the vision.

It was the same remarkable idea that Franklin Roosevelt and Winston Churchill used as the cornerstone of the Atlantic Charter. Konrad Adenauer and Charles de Gaulle built a new post-war relationship between their peoples on it. Schuman, Monnet and De Gasperi applied it to the foundations and essence of the European Community. The authors of the Bretton Woods accords gave it a monetary and financial expression. It also sparked the creation of the General Agreement on Tariffs and Trade, now the WTO.

Nowhere, however, did the notion of international co-operation receive clearer or more urgent expression than in the plan for European reconstruction announced by George Marshall at Harvard University in 1947. Europeans would rebuild their countries and promote development through economic integration. The idea worked wonders. Within a decade, Europe had reached and surpassed its pre-war levels of production and prosperity. The Marshall Plan aid eventually came to an end, but the idea remained as vibrant as ever. That was the energy that gave birth to the OECD.

It is this energy, this idea, what has been propelling the work of our Organisation over the past 6 decades. This concept, this powerful purpose, this capacity to bring countries together through cooperation on economic and social challenges, has been at the very heart of my project, my dream, for a more relevant, more useful, and more inclusive OECD.

Since the beginning of my campaign to become Secretary-General and throughout the first 10 years of my mandate, I have focused my efforts to strengthen the global relevance of this Organisation; to make it more inclusive, more sensitive to the challenges of the developing world; more empathetic to other cultures, other ways of doing things. My aim was to transform the OECD into the world’s most important “policy lab” to produce a better, more harmonic, more humane, globalisation; making it more useful to its member countries, but also more beneficial for the people, and for the world.

And we made huge progress. Working intensely and in close coordination with our Council of Permanent Representatives we managed to broaden our membership. Since I came to the OECD, I engaged in thrilling campaigns to incorporate other middle income economies. In May 2010 Chile joined the OECD; then Slovenia in July; followed by Israel in September; and then by Estonia in December. Now we are working with Colombia and Latvia in their accession programmes and we have adopted Accession Roadmaps for Costa Rica and Lithuania.

At the same time we have developed an ever growing association with Key Partner countries through an Enhanced Engagement Strategy that I launched in 2007. Our collaboration with Brazil, China, India, Indonesia, and South Africa has blossomed. We are building solid bridges, we are learning from each other, we are building international trust!

And I could talk for hours about the opening of the OECD to developing countries, through our Regional Programmes with South East Asia and Latin America and the Caribbean; our increasing work with the Middle East and North Africa (MENA); and our growing partnership with Sub-Saharan Africa.

We also co-chair the Investment Compact for South East Europe, and work with a number of Eurasian countries. Last year the OECD launched a Country Programme with Kazakhstan and signed an Action Plan with Ukraine in April 2015, prioritising work on anti-corruption, governance, and business climate, which has been strongly supported by the Slovak Republic. We also continue to work with Russia in many areas, including productivity and innovation.

One of our most important contributions to a more stable and peaceful future is our effort to help countries combat poverty and inequality. This work has multiplied and grown qualitatively and quantitatively in the past years. Perhaps my Mexican background and my work experience in my country have made me oversensitive to the complexity and urgency of these challenges. Now practically every Directorate and initiative at the OECD has a sensitivity, a dimension, on social empowerment and inclusion.

With the support of key countries like the Slovak Republic, we have strengthened the Development muscle of our Organisation, its hunger for social fairness, its drive for inclusion. From our work to improve development policy and make development aid more effective, to our Policy Coherence for Development strategy and our current work supporting the design and implementation of the Sustainable Development Goals (SDGs), offering the OECD’s multidisciplinary capacity to track implementation and help countries advance in the right direction, what I like to call “a GPS for the SDGs”.

From our work in measuring inequalities and their impact on growth, to our New Approaches to Economic Challenges (NAEC) strategy, our Inclusive Growth Initiative, our well-being framework and now our work on Inclusive Productivity. From our work on the inequalities of education and the development of National Skills Strategies for inclusion to our growing work on international migration and integration of migrants. We have revolutionised the OECD’s agenda to put people first.

In the past ten years, we have also strengthened our work on tax transparency and anti-corruption with an unprecedented global outreach. Our work on Base Erosion Profit Shifting (BEPS) and our work on Automatic Exchange of Information for Tax Purposes are helping to build a level playing field for all companies and tax jurisdictions. Our Anti-Bribery Convention, our work on Public Procurement, Corporate Governance and Business Integrity, and Financing Democracy, to mention a few examples, are making strides in the world’s fight against corruption and the recovery of trust.

And we have been helping to build a new global governance architecture. The increasing presence and relevance of the OECD in the central global governance schemes, like the G7 and the G20, has been another of my top priorities since I came to the OECD. Today we support the work of these groups in a myriad of global challenges, like international taxation, climate change, youth unemployment, gender inclusion, food security, corporate governance, you name it. And we are also supporting other regional groups like the Deauville Partnership, APEC, and the Pacific Alliance; and collaborating intensely with other IOs.

These are just a few brush strokes of a much bigger story. A story that I have tried to lead over the past ten years with conviction and hope, and the help of a great team, to help governments design, develop and deliver better policies for better lives; to help countries build more resilient, more inclusive and more sustainable economies; to help to build a more harmonic and human globalisation.

And I am happy to report that we have made great strides in these directions and that we will continue to work intensely to achieve more, under the guidance of my 21X21 Strategy for my new mandate in the next 5 years, with the support of our Council of Permanent Representatives, the dynamism of our Committees and bodies, and the expertise and hard work of our Secretariat. The world is still facing very complex challenges, and the OECD is ready to help!

Dear Members of the Informal Economic Forum Economic Club Association, Members of the International Peace Committee:

“Peace is a daily, a weekly, a monthly process, gradually changing opinions, slowly eroding old barriers, quietly building new structures.” These words by John F. Kennedy, who had an invigorating influence on our Organisation in its formative stage, reflect what the OECD has been doing over the past ten years, what I have been trying to do with this Organisation to build more inclusive multilateralism, more effective global governance, and a more interdependent global economy where the prosperity of one depends on the prosperity of all.

Thank you for this recognition! It is a powerful incentive to do even more! Thanks to Slovakia! and thanks to the Slovak people!
